Developers who wanted to build on their land during the past three years had to go through Putnam County Commission Chairman Howard McMichael Sr.

If they wanted to get a county building permit, they went to McMichael’s private soil testing company to prove the land could hold septic tanks.

If they wanted to get a recommendation to approve rezoning their land for development, they went to McMichael’s business partner Robby Howell, who also worked as county engineer and director of planning and engineering.

And when developers wanted to get the rezoning request approved, McMichael was there, sitting on the board to vote ‘Yae’ or ‘Nay.’
