Spanish energy giant supporting CSH solar project

MILLEDGEVILLE —

Spain's energy leader Elecnor SP is supporting Milledgeville based Solar Zones, LLC.'s application to Georgia Power for a 10 to 15-megawatt community solar panel array.

Solar Zones hopes to establish the solar farm on 125 acres of Central State Hospital land following the demolition of vacant Department of Corrections buildings. 

Quay Fuller, Chair, Board of Directors and Mike Couch, Executive Director, of the Central State Hospital Local Redevelopment Authority (CSHLRA) fully support the solar project, according to David Sinclair, Chairman of Solar Zones. 

Charles Humphrey of BCH Sustainable Energy LLC. consulting engineers, has prepared the solar bid submission. Sinclair is confident association with Elecnor will lead to a successful bid allocation.

Solar Zones has until the end of March to submit the solar application. 

Couch said Elecnor representatives visited Milledgeville and toured CSH on Dec. 27, 2013.

“They've agreed in principle that if David is successful getting his package together they'll partner with him on the solar facility out at Central State,” Couch said. 

Couch said House Bill 495 and Omnibus legislation are major keys for the project's future. If these bills pass the 2014 session, the land will actually be available.

“One of the basics in the solar application is that (Sinclair) has control or a partner with control of the land in mass,” Couch said. “He doesn't want to go any further until we get a nod on that Omnibus legislation and HB 495.”

The solar packet will go to Georgia Power once proper assurances the CSHLRA has control of the DOC properties are established when the land is declared surplus in the next few weeks.

Elecnor has vast experience in the solar industry and recently completed a 20-megawatt solar facility in California. They are actively expanding their international business interests.

According to preliminary agreements, Elecnor's, subsidiary company Atersa SP., will supply the solar panels for the CSH “Green Valley” project. 

Atersa is an experienced company in solar panel manufacture and installation. The Solar Zones plan will include Elecnor's assistance with initial training and supervision of Solar Zones' new operatives. 

“This is a nice project to fit into what we see as our primary mission,” Couch said.
