County water projects progressing

MILLEDGEVILLE — The Baldwin County Commissioners accepted a bid just shy of $1.1 million for the Phase 1 Meriwether Road water project that's part of the $5.2 million Georgia Environmental Finance Authority (GEFA) Drinking Water State Revolving Fund received for multiple county improvement projects.

Commissioners borrowed the total GEFA amount in fall 2012.

The loan has a 3 percent interest rate with $500,000 of debt forgiveness if all funds are drawn.

County consulting engineer Tim Ingram said Tuesday the Meriwether Road system improvements should commence in early August with construction running through January 2015 depending on weather.

A ground storage tank on Hopewell Church Road will be completely finished by next month, Ingram said. The county has already begun limited pumping out of that tank.

Other projects include construction of a 750,000 gallon elevated storage tank and water mains on Ga. Highway 212 and several booster pump stations at Hopewell.

Ingram said a Kenan Drive water line and Gerald Harris Booster pump station rehabilitation were added to the GEFA projects also.

As recommended by GEFA, commissioners approved an extension Tuesday because of the project scope changes.

The GEFA loan amendment stretches the required completion date from the end of 2015 to Jan. 1, 2017.

“That will give us plenty of time to get everything finished,” County Finance Director Dawn Hudson said. “The amount of the loan is the same.”

Commission Chairman Sammy Hall asked if the projects would still stick to a 2015 or early 2016 finish expectation despite the extension.

Ingram said the work should wrap up by next June.

“We've made it about halfway,” he said.

The existing Highway 212 storage tank might move locations as well depending on what commissioners desire.

“It needs to be taken out of service and painted,” Ingram said. “It was put up in 1998. It needs to be cleaned.”

Carrying the elevated tank across the river on Ga. Highway 22 to help low pressure areas is an option.

Baldwin County Water and Sewer Superintendent Jason Kidd believes that smaller tank would solve a big low pressure problem on the east side versus remaining in the Highway 212 area that's gaining sufficient storage with the GEFA plans.
