Joiner surrenders credit card

MILLEDGEVILLE — City Council member Phillip Joiner no longer has a city of Milledgeville credit card in his possession following its use earlier this month and an unlikely explanation for what happened. Joiner's card was used Friday, April 13 at a Shell gas station for a charge of $3.47. City Manager Jarrett said he learned about the charge the same night and that Joiner led him to believe his account had been compromised.

Jarrett said he asked Joiner to cut up the card and upon returning to work Monday asked a member of his staff to cancel the card. Jarrett said he made an appointment with Joiner later that Monday where he took the card.

Council met in regular session Tuesday night and on Wednesday, Jarrett asked the Milledgeville Police Department to investigate a possible compromised city credit card.

Joiner said the incident has an explanation, though it differs from Jarrett's account. Joiner said while he was at work earlier in the day Friday, he left his wallet unattended. Later that evening, he visited the station and purchased items. He said he saw the receipt and realized he had used the city credit card by mistake. He said he immediately called his place of employment and learned that someone had switched his city card and his personal card in his wallet.

Joiner said he spoke with Jarrett immediately following the discovery, and they discussed the appropriate steps to take. Joiner said he cut up the credit card and he asked that Jarrett cancel the card to ensure there would be no other issues. Joiner wrote a check to reimburse the city for the $3.47 April 15. The reimbursement was posted April 17.

Joiner said he requested that any scheduling for training sessions for the remainder of his tenure on City Council be handled a different way “so that it leaves nothing to question.”
